The state budget is a mess. That is an understatement. It is an unmitigated disaster. Due to past fiscal malfeasance on the part of our representatives, the people have had to use the ballot to demand minimum funding for such needs as education and transportation. Now due to accounting gimmicks and overspending beyond inflation and population growth, we have another deficit. I support all efforts by the governor to implement spending limits. I believe we should revisit the Gann Amendment and also pursue the Taxpayers' Bill of Rights as implemented in the state of Colorado.
